the scanner no longer shows up and therefore can't be selected when using the - button on the wiimote when plaing the wii version. i am using bluetooth passthrough. my new setup is an i9-9900k and an RTX2080ti with 32gb of ram. i have tried a fresh install of dolphin and all of the available backends and can not choose the scanner. i am running the latest dolphin at 4k with 8xmsaa. This problem only seems to exist on the wii version as the gamecube version works perfectly. Any ideas?

Don't necessarily rely only on your default ini. Double check when the game is running that the options are as they should be, as your custom settings ini will override your default settings ini, and what you posted appears to be the default settings file.
