As for Linux: This should work fine on both USB and Bluetooth. Maybe you're running an outdated Linux kernel, what is your kernel version? Are you using qtsixa for Bluetooth?
For Mac, I do not know about rumbling but it should be available. Have you selected one of the options (eg. Sine, Triangle) and tested it?
For binding the L and R buttons on Mac and Linux:

AFAIK the Apple kernel has the same support for DS3 controllers as the Linux kernel, so it should be able to detect all controls.

Problem being: when you pull the triggers on the DS3 controller both a digital button AND an analog axis is responding. There is a way you can set it to only detect the analog axis.
Here is how:
Lightly press the trigger. Then click the button bind (in this case analog L or R). Then pull the trigger all the way to the maximum. (make sure you do not move your controller as it also uses motion controls, and Dolphin may map that instead.)

Also, are you using the latest development version of Dolphin?

I'm using the latest build. But I'm curious about your analog binding method. Clearly it doesn't work the numerous way I tried. How did you do?

I would also like to know how to get this to work.

It's not even called rumble and it has a very confusing interface I can't make heads nor tails of
