If you are like me and lost your rumble after updating your DirectX Runtimes, you may have to reinstall your gamepad drivers, as the DirectX Runtime updates tend to cripple your rumble drivers for external programs. It took me 4 days to figure it out, then I remembered that the last time I had rumble on my gamepad in Dolphin was before I did the updates.
So, if you must update your DirectX Runtimes, remember to either update your gamepad drivers or reinstall them. Consider this a lesson from someone who put up with it and was to the point of pulling his hair out.
