I remember there being an option for these but all I have is OpenGL and Direct3D.
Installed the latest drivers and installed directx from Microsoft.

DX9 was holding the development back, so they cut it loose: https://dolphin-emu.org/blog/2013/10/12/d3d9-why-its-not-part-dolphins-future/

The same thing happened for 32 bit x86 support recently: https://dolphin-emu.org/blog/2014/05/19/obituary-32bit/

There is an unofficial DX9 branch being maintained though: https://forums.dolphin-emu.org/Thread-unofficial-testing-needed-dx9-final

For reference, the D3D11 backend was simply renamed to D3D.

Thanks! Hmm... Normally I'd get a constant 60 fps in Mario Kart Wii but now its extremely choppy, I figured it was because I wasn't running DX9 anymore but it still persists :/.

It´s because of your CPU possibly running at stock, try OCing it.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.
