DX9 was holding the development back, so they cut it loose: https://dolphin-emu.org/blog/2013/10/12/...ns-future/
The same thing happened for 32 bit x86 support recently: https://dolphin-emu.org/blog/2014/05/19/obituary-32bit/ There is an unofficial DX9 branch being maintained though: https://forums.dolphin-emu.org/Thread-un...-dx9-final 06-16-2014, 01:13 PM

Normally I'd get a constant 60 fps in Mario Kart Wii but now its extremely choppy, I figured it was because I wasn't running DX9 anymore but it still persists :/. 06-17-2014, 10:31 AM
It´s because of your CPU possibly running at stock, try OCing it.
