Offline update the directx runtime into June 2010.

On dolphin-emu.org

As you can see from the screen, all plugins work just fine on a revision built yesterday, but don't work on a revision built today. So it can't be a dx issue.

Why can't be the directx issue?
The version of directx runtime depends on which version of directx SDK that mamario has used.
May be he just updated the SDK into June 2010 today.
I can tell you that 99% of these case that DX plugins don't show up on the list is related to the version of runtime.
And you can also read the mamario's thread.
Someone has the same problems as you and after updated the runtime the problem fixed.

Just installed dx june 2010 update this morning and dx plugins don't show up in latest revision (but do appear about 10 revisions earlier). Could be an nvidia problem too, don't know.
Here is just a 2 revision difference showing the issue. Plugins disappear after 5788.

It is strange, I don't have problems in all mamario's build.
May be you can also try update the .Net framework 3.5 sp1:

Nevermind, the plugins just randomly appeared after a few restarts.
Some other people have the issue too, though.

mamario's builds (the ones from dolphin-emulator) require OpenCL runtimes to be installed as well. So either get your builds from somewhere else OR install the OpenCL runtimes OR wait until mamario becomes sane and disables OCL again >_>
