I am attemping to config dolphin, but NO controller inputs are being detected in the controller config screen.

It doesn't matter if I choose xinput/0/gamepad or xinput/1/gamepad.

I am using the stable 5.0 on Windows 10.

I've tried to un-install and re-install. I've tried with Xbox one controller through both USB and Blue-tooth. I have also tried the switch controller through steam.

This is not an issue with the PC seeing the controllers, as both controllers work on PC games just fine.

This is particularly an issue with Dolphin, is there a work around or a build I could find that may fix this?

Dolphin 5.0 is almost 3 years old. I suggest you try a recent version: https://dolphin-emu.org/download/

Also, If you have steam running it could be messing with your controllers.

Thanks for the help, but that wasn't the case.

Oddly enough I had to go into windows and remove every controller I had, and then re-plug in my Xbone controller.

Everything works from there.

So does your PC see and if it does, does it see it correctly.......nevermind the old plug and play fix ! nice man glad ya got it . And for the very device friendly method you used to fix it. I aint going to lie , i was going to direct you to device manager to check that its listed as what its supposed to be and check for driver updates .
