That's not at all because of the lack of power, but because no one will buy a Switch to play Batman. It's not worth it for studios to port it. My local shop still have planty of Call Of Duty and Batman for WiiU lol. Even at 10$ no one touch it.
Also, the fact that the Switch version of a heavy 3D multi-platform game will probably be the "ultimate inferior version" won't help.
