Only if we're talking about the NA launch. JP and EU launches weren't shafted. Remember, they initially wanted the GBA and DS to sell side-by-side as two separate products (which was a bizarre strategy to me). They didn't want the DS to be seen as a successor to the GBA. In that light I bet Nintendo didn't want to kill the GBA market too fast or have the DS cannibalize GBA sales too quickly, hence a rather tepid DS launch in the States.
IMO, WarioWare: Touched made the JP launch pretty decent, while the EU launch had that, plus a number of C and B level games. NA got jack. SM64 DS was a great game, but not enough for a launch. Outside of that, Ridge Racer is the only NA launch title I would have been interested in. So, 2 N64 ports...
