The numbers strongly disagree with that statement. Nearly every handheld system sells better than home consoles out at the time. The 3DS has outsold the Xbox One and PS4 combined. IIRC in Japan home consoles are on a serious decline. What Nintendo is doing right now is a pretty smart move. If the Switch ends up doing well, it could easily replace the 3DS, which has already sold 60 Million units. Also just a guess, but they probably didn't want to announce Skyrim officially, as it might hurt the sales of the remastered port coming out in a week or so. That's complete speculation though.
@admin89 Monolith Soft is 100% owned by Nintendo. They're probably not listed as a partner because it's a given they're working on games for the Switch. Nintendo would be fools to let them work on games for other consoles.
