NFS Hot Pursuit (Wii) speed issue

NFS HP runs at 30-40 fps but in slow motion. Is there any way to increase the speed? Underclocking to 40-70% and enabling skip efb access from cpu does not help, but dropping it to 20% makes the game a bit laggy.
