Yeah, we have disabled ES3.1 in those old builds for all mobile GPUs. As there are fixed drivers available, we've dropped this backlisting. It's sad, but nobody wants to check which driver versions are affected...
Edit: Nevermind, HdkR told me that the nexus 9 is Tegra based. This should work fine. May you check which is the oldest broken build of dolphin?
