However, we can say that devs are working in a new stable release as there's some recent activity about it in GitHub. However, it's all speculation, at the moment there's no official announcements or anything like that...

It's an (unofficial) FAQ I created, so people would stop asking the same questions [and get their threads closed immediately].
I've updated it with even more Q&As (see post #24).

Low-risk developments are getting merged into the stable branch in preparation for the 5.0 release, but there is still no known target date for it to actually come out.

Essentially they are trying to avoid a whole lot of backtracking once they are finally ready?

Yes, as it would be conterproductive to include more ambitious changes into the stable branch only to find out later that they cause previously undiscovered serious problems.

There's a shiny new 5.0-rc in the download section:
https://dolphin-emu.org/download/list/stable/1/

One step closer to the final 5.0 release.

Well, I tested it and it works very well!!! I was unable to play Donkey Kong Country return with either 3.5 or any 4.0 release, but now it play at an almost 60FPS flawless!!! But strangely games that used to work well like Mario Kart now suffer from strange frame drops (60FPS in 3.5 and 45-50FPS in 5.0rc)
