Sonic Adventure DX is very light, so it should be running pretty well. Resident Evil is a bit different, but if you're getting low FPS on Sonic Adventure DX, something is probably not going right. Do you have any settings or anything else you can tell me so I have a better idea what's going on?
Also, again, Skyrim even with max resolution won't use a fraction of the CPU that Dolphin uses, trust me, stop trying to argue about PC games vs emulators you're going to lose.
