He means that some games render 528 lines of resolution but ignore 48 of them either during xfb or output. Meaning they only use 480 of those 528 lines.

You don't NEED to do it that way; another way is to use VideoInterface to downscale the vertical resolution from 528 to 480 pixels. The various methods that are being used and the pro/contras and reasoning behind them are outlined in various docs (none of which I'd care to look up a link for at the moment, though).
