Sorry I should have included instructions. It's really simple, just copy the SMNE01 folder into:
C:\Users\UserName\Documents\Dolphin Emulator\Load\Textures

Now in Dolphin check Load Custom Textures which can be found in the Graphics > Advanced Tab.

I'll update the OP with instructions.

Guys I've done a HD Wii safety screen for this pack (the loading screen when you start the game).
Just place it into your SMNE01 folder.

Great-looking texture pack BigHead!  I will definitely download & use it for my game as soon as I get home from the trip I currently am on.  2 quick questions though; would this by any chance work with New Super Mario Bros. Wii hacks such as Another Super Mario Bros. Wii? And second of all, do you plan to redo anything more than the UI? Please don't take my asking that as an expectation or demand, because it's not. I am just curious to know what you have planned.

Hope you don't mind the double post, but I just wanted to ask, does one need to use a development version of Dolphin to play NSMBW with this texture pack, or will a release candidate version work as well, so long as it is newer than build 4.0-5234?

The 5.0 release candidates are fine. The only requirement is that it's newer than 4.0-5234.

I suppose I should also ask, will this work with all versions of the game, or is it only for a certain version? Because I did what the instructions told to do, and placed the folder SMNE01 in the specified directory under "Documents" and tried loading custom textures, yet the UI seemed unchanged. Perhaps I made a mistake?

It should work as long as the mods don't replace any textures that have been done in this pack and you rename the folder to the game's disc ID. Any custom textures that were added to the game discs won't be retextured.

Eventually yes. Before it was impossible to do the area textures and still have spinning coins because of the way efb to ram works. Tino made it possible to have spinning coins with efb to texture and in HD no less, which means the background texture remains static so they are now possible to retexture. There are a few reasons I haven't tried to tackle them yet. The first reason is I fear a change to Dolphin could break what works now. As long as efb to texture stays the same, then environment textures can be done. But not for efb to ram, that will probably never be possible. Second reason is the area textures are tricky, in that some parts of the texture are stretched, but they are not in-game so I haven't given a good effort yet. Third reason is time and priorities, and this pack unfortunately takes the back burner to other stuff that I work on.

It could depend on the game disc version, if you have a Europe game it may need to be renamed. SMNE01 is for the USA disc, and I think the Europe version is SMNP01.
