Intel's last (?) drivers for HD 4000 are incompatible with the way Dolphin calculates graphics, specifically NSMB shows these artifacts in question. I made some builds quite some time ago and I am not planning on updating them, but you should find a working build from the first post. It dates back to 2018 and Dolphin 5.0-7082 , but is very much playable and working for this game. There is also the source code if you want to dig into Visual Studio and build a more recent version yourself
