Any idea what are the perfect settings to run to get Mario to quit randomly going slow mo on me? I have my settings turned all the way down except keeping it at 1080p. I'm running ubuntu and the NVIDIA Driver as well.

Try obtaining Windows. Ubuntu sometimes has bad graphics drivers.

Newest version of Ubuntu and newest proprietary driver. Os installed a month ago. Driver updated to most current today. Specs on the pc are in my profile. Gtx 750ti card.
I had windows before but was told to use ubuntu cause the Bluetooth doesn't work right in winsows.
If you are talking about the slowdown if someone is killed on multiplayer mode, or if you're hit by an enemy, this also slows down on the real hardware. Very annoying, but accurate...

The texture cache setting can safely be set to Fast. Any games needing something more accurate will automatically override the setting (unless you open the graphics settings while playing, so don't do that).
If you keep it to Middle, it won't do anything for games that don't need something that accurate. However, games that still need a more accurate setting will ignore that setting and force a more accurate setting anyway.
