No phone exists that will run a majority of games in Dolphin at full speed without severe graphical glitches.
I guess what I'm trying to get across is: It's a very bad idea to base your phone purchase based off of it's ability to run Dolphin. Dolphin for Android is largely unmaintained and is hampered by bad GPU drivers and aggressive thermal profiles we can't do much about.
