taking $1000 *as that was the price of that last laptop* as a budget I would build:
https://pcpartpicker.com/list/hJMZ3F
if you don't need any other peripherals like a screen, mouse, keyboard, controller and speakers

If you do need those:
https://pcpartpicker.com/list/YDw6Z8

Both will do everything you ever wanted from it, plus, if you do get into PC gaming/Video&Photo editing/3d modeling/streaming it is also a very solid machine. It is needless to say that the "basic" computer stuff like browsing/youtube, word processing, spreadsheets. e-mail can be done on even a potato...
Check my profile for up to date specs.

As far as which is better an i5 or a Pentium.... well the i5 will have better overall performance over the Pentium in most cases, but it generally has a 3x or 4x price difference.  So it depends on what you need.  An i5 will generally be more then enough for most gamers and most emulators currently in a playable state.  (Who knows what RPCS3 will eventually need).

For emulation single core performance is still king and faster speed and newer processors will generally be what you need.  GPU performance and extra cores might help performance or just allow for more enhancements to be turned on.  For native PC gaming high single core performance used to be the most important thing, but newer games are getting better at utilizing more cores on a CPU and some games require a quad core to even run.  But for native PC games the kind still over all is the GPU performance.
Which is better? Intel pentium g4560 geforce gtx 1060 3.5ghz or

Intel core i3 6100 geforce gtx 1050ti 3.7 ghz

For Dolphin there would be very little difference. The GTX 1060 can run more games at 4K with AA enabled.

Is this build ok for now? For 480p with max fps

https://uk.pcpartpicker.com/list/bdLkNN

Is this ok to play all/most games at 480p at max settings with max fps?

I will be getting a graphics card later

Yup!

You can probably play a good deal of games at 720p on Skylake Intel GPUs even.

If the monitor doesn't have an HD resolution, the games will not look HD. Essentially all modern monitors have a higher resolution than what a real GameCube/Wii uses, though.

That should be modern enough Smile The monitors I remember using back in 2007 could do 1024x768 at the very least, which is roughly 720p (if you're using a 4:3 aspect ratio).

Sure, you won't be getting 1080p, but it'll still look a lot better than with a real GameCube/Wii.
