wondering if my laptop would be able to run anything on the latest dolphin emulator (4.0). Like Sonic Advneture 2 battle, vexx, super mario sunshine, Luigi's mansion, those types of games.

it has an intel i5 @1.7 GHz with an intel HD 4000 GFX card and 4gigs of DDR3 SDRAM

its running on Windows 8 64-bit

Be more specific. Which cpu model.

Intel 3rd Gen Core i5 ... I think its a 3317U? I don't remember and I would go look on my computer but the battery died, so I am letting it charge.

Sonic Adventures, Super Mario Sunshine: NEVER at full speed/full speed constantly.

Luigi´s Mansion: Lightweight game, shouldn´t give you problems. Anyway it´s also going to slow down.

For Vexx (or whatever it is) you´ll want to read the respective wiki page.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

^Agreed. Assuming of course that he got the cpu model correct.

If it's a 3317U your CPU is too weak for most games
