Most of the benchmarks for ivy bridge out there put it at 10% faster than sandy bridge for most applications when running at the same clock rate. This could be a case of poor clock rate scaling (diminishing returns). Which would reduce the difference in IPC between them at higher clock rates. In older architectures this would definitely happen but I could swear that both architectures had IPC that scaled nearly perfectly up to 4.8GHz.
