You could do this with the 128 GB SSD, this is true.
It's up to you.

Any questions?

If i buy a 680 instead of a 690 i would be even able to buy the six cores and a bigger SSD
My Computer:
-Intel Core 2 Quad Q9550@ 4x2,833GHz
-8 GB DDR2 -1066MHz
-1TB Harddrive
-Geforce GTX 295 mit 1792 MB GDDR3 Speicher

That's the idea.
What makes you think you NEED a 690, out of curiosity?

In my opinion, you'd be fine with a 670.

If you're talking about Sandy Bridge-E i7 3930k then don't do that
It's not worth it
Ivy Bridge > Sandy Bridge

6 cores= much better for video editing.

You are talking about rendering videos at 1080p, right?
Or 2k HD?

I want to be sure that everything will work fine when i buy a new PC.
I was searching on some sites where i can build my own PC cause in normal shops they dont sell grafic cards on this high end class.
But on this sites i was calculating with buying a GTC680 because of GTX690 because of the price.
Than a friend of mine showed me a user on ebay where he buyed his PC.
They are allready build.
The price there was much cheaper than on other sites cause i can get 690 instead of 680 for just nearly the same price.
My Computer:
-Intel Core 2 Quad Q9550@ 4x2,833GHz
-8 GB DDR2 -1066MHz
-1TB Harddrive
-Geforce GTX 295 mit 1792 MB GDDR3 Speicher

Should work well with Dolphin, if you know what you are doing.
Specs in profile.
