New ePSXe version released after 4 years!

You need to create a inis folder within the ePSXe folder, like this:
C:\ePSXe\inis\ or wherever your Emulation folder is.

Then when you have made your changes in the plugin it should look something like this:
C:\ePSXe\inis\gsdx.ini

Also make sure you have write access to it.
