I tried the base 3.5 build, build 367, and the latest 1391. The 3.5 build runs well with DX9, DX11, and OpenGL and so does build 367, but the new build, DX11 works fine, DX9 has serious stuttering and performance issues, and OpenGL does not work at all.

Everything is working normally here. Remember, you're using a crappy Intel GPU, you're bound to have issues with those. Even so, be more specific about what your issue are.

Wind Waker's at 30 fps , and then a 5 second pause, and 30 fps again, and pause again. For OpenGL as soon as I start a game, it says "Dolphin has stopped Working" and then closes. Try updating your graphics drivers, maybe? We've changed to a different shading language for all backends and the OpenGL backend's been completely reworked, and maybe you just haven't updated your drivers in forever.

I just used http://www.intel.com/p/en_US/support/detect/graphics to update and it was pretty easy. The other way I did manually finding the drivers just spat out an incompatibility error for some reason but this worked great!
