I have some builds for Dolphin under $800, as one of them will be built this summer. Don't have them as a small form factor, though, they're all full to mid sized cases

The i3-4330, i3-4130, and i3-4340 will all perform great in Dolphin, as it will be able to play most games at or near full speed (except for the most demanding of games)
You can shave some money off your build and get more storage with a 1 TB 7200 rpm drive. It will perform pretty much identically to the SSD you have picked out, and it costs $90 less.
