Someone please consider adding a netplay build for Android...
My current device can run SSBM with one core low settings at 60fps..
Also one question IF this was implemented would you be able to connect with PC users? Or would the build have to be exactly the same, ie: only Android devices, ect..)

You would need to use the same CPU emulation core as the other users. This means that if one player is on x86-64 and the other player is on ARM64, you will only be able to use Interpreter and Cached Interpreter, which would be really slow. And PCs are generally x86-64 whereas Android devices are generally ARM64, so... In practice, most Android users can't play with most PC users.

Do note that netplay requires a lot of synchronization/waiting, so it'll be slightly slower than any test you do. On that note, I think we are getting close to where Netplay could work for super lightweight games and maybe NES/SNES VC games.

Netplay has been considered, it's just not a priority. Users can benefit more from other features atm.

It's not quite like that. The Wii doesn't support wireless ad-hoc multiplayer like the PSP does and thus we can't emulate it. (Or well, it technically does support wireless communication with Nintendo DS systems, but that's not implemented in Dolphin on any platform, and is probably not what you were thinking of.)
