Uh? Obviously using different settings isn't always going to sync. Dual core, zelda ucode hle, etc will also cause desyncs. But if you use the right settings, and keep them the same, there's hasn't been a single desync that wasn't caused by save state/wiimote bugs since i started using dolphin. And all such issues have been fixed, except with wiimote save states (wiimote without save states works perfectly, and gcpad even with save states does too).
I never said there were no desyncs anywhere ever. Feel free to create a movie with dual core, hle, every hack turned on etc, then try to play it back with all the opposite settings and watch it fail to even get past the health and safety screen, if it'll make you happy to know i'm "wrong".
If you give the same input (which doesn't just include controller button presses), with the proper settings, the result will be exactly the same, every single time, with the only exception being if you use wiimote+save states, and possibly some specifically crafted homebrew program you might create specifically to prove dolphin is not deterministic. Prove me wrong.
