I should have Googled this from the get go. Yes, PCIe x16 risers do exist, and yes, they could solve your discrete GPU problem. The traditional card type would allow it to be parallel with the board, and should pretty good. If that doesn't work, you could go with the "extension cable" type, allowing you near infinite freedom to find the best arrangement, but it would be a pain to create a customized mount to hold the video card in place (then again you are putting a motherboard into an NES case so...).

Grab an old Atari, Commodore or Intellivison, you'll get a lot more space!
