Need serious help with new video card

Just bought Galaxy Geforce GT 430 and installed it. (http://www.tigerdirect.com/applications/...ER-_-Deals)

I know this isn't the best card but I thought it would run my games smoother than they are running. I feel like its being bottlenecked by my CPU.

On the specs of the card it says "Core Clock: 700 mhz , Memory Clock: 1600 mhz , Shader Clock: 1300 mhz". As I run Dolphin and have open GPU-Z, my numbers are much lower than that "Core: 405 mhz , Memory: 324 mhz , Shader : 810 mhz"

I've read around that an average temp for a graphics card is around 70 c, mine is only at 37. Not sure if that plays into it.

If someone could PLEASE help me out and tell me what they think is going on it would be greatly greatly appreciated. I've been doing my best to read as many forums and information about this as I can, but I need 1 on 1 help. Thanks so much in advance. Here are the specs of my computer.

Processor : AMD Phenom 8450 Triple-Core (2.10GHZ)
Memory : 4GB

I'm guessing you're using windows right? Change the power management mode to maximum performance in the nvidia control panel:

But yes you need to replace that cpu if you want to get decent speeds in any game.

Yes I am using Windows 7 64bit. And is the reason my numbers are so low because of my cpu?
