I have dolphin 4.0.2 and I have rogue squadron 2.gcz and it boots up, but I cant get past the start up screen. Its running at like 0 fps and takes like a minute just to get to the storm troopers dancing factor 5 screen.

I have a dual core 1.6 2 gb ram comp running windows 10 32 bit so it should be decent enough. Im pretty much a noob and I dont know anything about tweaking dolphin. It says in dolphin I have intel g/45 g43 express chipset or microsoft basic render driver, and direct3d11 Thanks.

Updating to the latest version will help.

Oh wait, no it won't. Your system is literally incapable of playing most game at any kind of reasonable speed, much less the single most demanding Dolphin game there is.

What NFK98 means is that the specs you mentioned can't run the latest dev builds because you're running Windows 10 32-bit. We dropped support for 32-bit builds some time after 4.0.2 because 64-bit builds are way faster running on the same system (and also it was holding development back)

Also, Intel G45/G43 express chipsets are so old they lack hardware level functions needed to run Dolphin. Also, at that old of chipset, you're running like a Core 2 Duo (or something similar), correct? At a clock-speed of 1.6 Ghz, I'm surprised you managed to get anything to run at all. Your hardware no longer meats the minimum requirements for Dolphin.

On top of having slow hardware, the Rouge Squadron games require proper MMU emulation to play properly, which is only available in the latest dev builds. And even on supported hardware, MMU emulation is some of the most CPU intensive parts of Dolphin's code, so you need some really strong hardware to run it.

If it helps to know what you need to get this game to run, I still get lag in some areas of this game and 3 still isn't worth bothering with yet.

I am now hearing "meats" whenever something says "means", "meets", or "needs"
