Need Help with Dolphin

i've downloaded dolphin but i can;t seem to get it running
i'm new to using this
whenever i try to open a Wii ISO
i get 3 error messages saying

"Error loading plugins/Plugin_DSP_HLE.dll: Can't find file"

"Can't init DSP plugin"

"couldn't init the core check your configuration"

i looked through my config and noticed under the plugins tab they're all blank and i can't seem to use the plugins that came with Dolphin
i updated my Direct X like the starting dolphin said but i didn't quite understand the rest

and when i press configure i get the same message like 8 times before i can open configure

"Trying to read invalid SYSCONF"

there's probably some easy novice answer that someone's gonna face palm at for me asking this question... But i'm new and just don;t quite understand what's going on
oh yes i'm also running Windows Vista SP2 32 bit
Intel dual processor
Mobile Intel® 965 Express chipset family latest driver
Dual DDR2 RAM chips at 2Gb's of RAM

Try to update DirectX. Check if all the plugins are in "Plugins" folder.

like i said i used the direct X updater from the Setting up dolphin thread and i've seen 3 other links form admins to the same thing i used but i'll try anyway

whenever i click the dropdown menu to choose a plugin none are there and yes i;ve already verified that there is plugins in the plugin folder they look like this
