Ultra low power cpus are all branded Atom regardless of model. Those are generally used for netbooks, nettops, tablets, phablets, MID/UMD, CE, smartphones, etc. Not conventional desktops and laptops. Pick whichever brand/company you prefer or whichever one you think looks better. Personally I have had better luck with lenovo.

So, would this desktop http://www.amazon.com/gp/aw/d/B00AZ428N8...1&pi=SX200 be more powerful and better for my buck then the laptop's? Edit: Okay, so I'm pretty sure this is better then that above link of mine. http://www.amazon.com/gp/aw/d/B00D1KX5VM..._rd_t=1201 but this desktop on a scale of 1-100 (1worst of the worst and 100 being the best) in performance where woul this sit and the laptops sit? If you want a good PC for you bubget , just don't buy OEM PC but build it yourself . Some parts : i5 4670k , MSI Z87 G41 or the higher end MSI Z87 G45 , GTX 650 , Gskill Ripjaws X Series 2x2Gb , EVGA 500B (Case and HDD... choose by yourself)
The 2 PC above are extremely weak for Dolphin as they are based on the well-known Bulldozer CPU (a.k.a Faildozer which is even weaker than its predecessor - Phenom II in single threaded performance ) . Laptop: Mini PC ::
Hmm, I guess I'll keep my mind open to desktops but I don't really have anywhere to put one.
I'd still prefer to have a laptop, less then 3 days left for cybermonday now. How would I get a os on it though? Does the motherboard have it pre-installed or sonething like it? Actually , i7 4700MQ @ 3.2GHz laptop is pretty good for Dolphin . You can play pretty much 85% games full speed , some demanding games like Xenoblade should be playble with a few tweak , Mario Galaxy may be playable if you use lowest settings ....

If you somehow need more than the 8-12 that are normally provided your chassis will likely provide an addtional 2-4. If that still isn't enough you can get a PCI/PCI-e expansion card or a usb hub. I don't know what kind of computer would need that many usb ports though.... Optical disk drives are separate components yes. They're cheap these days though. Really cheap. A DVD drive/burner is $20. Blu-ray drives are $35-45. Blu-ray burners are $50-100. So unless you need to burn blu-ray disks they're cheap. Blu-ray is dead anyways though. And you don't really need a disk drive anymore since everything can be downloaded through the internet and stored on flash drives. Even the OS. You just haven't done it before so you're more likely to be too scared and/or lazy to do it. There are plenty of people here that could help you with it should you ever want to go down that road.
