Memory amount and PCIE1 or PCIE2 make little difference here, go look at a benchmark table or something if you don't want to make a stupid mistake.

Tomshardware is junk imo. It's not credible as it was before... Even the most powerful graphic cards don't saturate pci-e 1.1 bus fully, let alone a pci-e 2.0 bus. The gtx295 only consumes 3/8th of pci-e 2.0 iirc. Amount of vram for a graphic card is pretty useless if the gpu itself is weak. Sure, you can store lots of textures, but can the gpu process them fast enough? No; therefor, it's pointless to have lots of vram on a weak gpu.

You know, if you manage to lay your hands on a Radeon 4770 (the 40nm one), you'll be a really lucky gamer.
As far as i know, these cards are sold out already, but if new ones get to the stores and you have the chance to buy one, do it.
Incredibly low power consumption, great crossfire capabilities (if you have 2PCIE and plan on adding another card in near/distant future), great overclocking levels, great price.

The reason why there aren't many is because of the yield issues that tsmc is having with their new 40nm parts.

Yep, around 30% of actually good chips is a really bad rate, but that's TSMC's fault. Gotta admit IBM performs a lot better.

Well, until the end of August, TSMC won't improve its 40nm process, so buy now whatever you have in mind, or wait a couple of months if you want a 40nm card.

Most consumer based PCs use either PCI, AGP or PCI-E (1x, 16x / 2.0). If you have a PCI based video card and are trying to run Dolphin then you need to sit down and have yourself a warm doughnut with a hot cup of reality.

AGP is pretty much dead. Oh sure, you could buy this (note the price) but you would be much better off saving up and buying a newer PC.

PCI Express (PCI-E) is what is used today. For $50 bones its going to come down to an ATI 4550 or an NVIDIA 9400 GT.

It's better to spend a bit more and get a really good nividia 9 series card instead. Even though you won't get all the benefits you can get good deals on most of the 9 and 8 series cards if they are pcie2. It's hard to find good deals on agp cards and if you ever get a new computer or upgrade the motherboard you'll reap the extra benefits from the card anyways. A 9400gt is really weak but assuming this is just for dolphin you should be fine.
