No its completely different then pc games,because speed of the game is conected to fps very much unlike in pc games.
For example like you mentioned pc game at 60 fps will not be that much faster then pc game at 30 fps. Both speeds are playble.
While on dolphin if game is meant to be played at 60 fps it will only run half the speed at 30 fps,in other words it will run in slowmotion and will be unplayble.
But most games actually runs at 25 fps pal and 30 fps ntsc not 50 and 60 fps.
So basically bottom line how fluid it will be depends on the fact on how much fps game was meant to be played.
