anyone here who knows how to fix the lag and stutterring of NBA 2K14 on windows 10 without disconnecting the internet???

Edit: your CPU/GPU combo only just barely meets the recommended requirements. I'd say you can fix this the same way we tell most people to fix Dolphin performance issues:
1. Make sure your Windows Power Management is set to high performance and you're playing with the power adapter plugged in.
2. Make sure you have a High Performance power plan for the game in the Nvidia Control Panel with the power management set to max performance.
3. Make sure you have the latest Nvidia GPU drivers (you should also make sure you have the latest Intel iGPU drivers because it can help probably)
4. Make sure you have all the latest Windows updates installed.
5. Make sure your Network drivers are up to date, maybe they're interfering with something.
6. Put all the graphical settings at low. If you're not getting any issues, start raising until you find something that slows you down, then go back a step.
7. If all the settings are at low and you're still getting stuttering, that means your hardware isn't strong enough, and you should buy a better computer.
8. Get the latest dev build of Dolphin anyways, cause your profile implies you're still using 5.0 stable
