I found an english patch for Naruto Shippuden: Gekitou Ninja Taisen Special.

How could I make this work on Dolphin?
"Extract the contents of this file to the root directory
of your SD card. Load Riivolution, select your language
from the language patch option and start the game."

You didn't post anything, all you did was quote Arszi and blitzkreig :S Most of the links out there are dead, so you just might be flat out of luck. On the other hand, now would be a perfect time to learn Japanese.
