Yes. But why are you asking? It seems like a strange question, because all Wii software uses the NAND memory.

I think I mean the NAND dump for the Wii Menu and online functions. Is there a way to access the Wii Menu on ShieldTV?

Oh, okay. Putting a NAND dump in there should work (it's done the same way as on PC), but there isn't any option to launch the Wii Menu. If you want to, maybe you can launch the Wii Menu by going to it through a game's home menu?

Loading title.tmd from the System Menu like a regular .elf file makes Dolphin boot into it like it would by going into Tools => Load Wii Menu. That trick should work on Android as well...
