What about Mega Man 9 or Mega Man 10? Intuitively, I would expect those games to run at full speed.

Just make sure, that you don't use settings which decrease the speed such as Anti-Aliasing or V-Sync.

btw: Your GPU should be able to handle 2x IR, but nothing more.

Fuck, it seems even Mega Man 9 has slowdown. Sad And no, neither V-Sync nor Anti-Aliasing are checked, and Dual Core IS enabled. Is there any way I can speed this up without buying a new computer?

btw: Try enabling Accurate VBeam Emulation. Goto your game -> right click -> properties
