Yes, this CPU is also a beast in PCSX2, as that is (at it's core) a dual-core program also.
As for how high you can push the resolution, it depends on the game, but I can get between 2-3x on a similar iGPU.

What do you mean if you buy a g3258 you can't afford a dedicated GPU. A G3258 is one of the cheapest CPUs available. Buying a g3220 instead is not going to save you enough to buy a GPU.

Please get a G3258 anything else is a waste.

Forget spending much on Ram when you have so little a budget. In fact get it second hand if possible you will see no speed differences between single and dual sticks of ram. Not worth spending much money on.

To take full advantage of it, you need a z97 motherboard, which cost more than the cheapest ones a g3220 would work with. However, the money saved wouldn't be enough for a particularly good GPU.

Nah.
You don't have to get z97 there is some H81 that works there's quite a few actually. There is even a pentium anniversary z97 motherboard for a relatively cheap price too.

They work with the first batches of the chip, but once Intel realised there was a hardware bug making that possible they fixed it in all future chips.
