Your CPU performs...not even close to his CPU , Intel Core 2 duo E8400 is faster than yours . Dolphin only use 2 cores
@OP Tell us your i3 model . If it's i3 540 then you can overclock (let say 3.6-4.0 Ghz)
Edit : You need aftermarket cooler , aftermarket thermal compound (Arctic MX-4)

I3 2100 is a locked CPU , you can overclock it if you have Z68 or P67 motherboard but it's very limited (200-300Mhz) .Use "CPUZ" to check info

Nvidia GT 430 should be enough for 2x Internal Resolution (720p)

Depend on the game , most games should run well
Unless you need sth like 3xIR 1080p or 4xIR 2000p or Anti aliasing then upgrade GPU
Quote:what do you think abouy anti anlaising and antriscoping filtering?
No anti-aliasing , anisotropic filtering : 16x

Different game use different setting , you should check the wiki

Those are very "light" games . Even my E5300 @ 2.6Ghz (stock) could run full speed at 1080p , no slowdown or whatsoever
Post your dolphin setting ! (Use "Snipping Tool" on windows 7 or "Print Screen" on your keyboard and paste it on "paint" )

Using full screen at 1680x1050 will bottleneck that GPU .
Either :
_Upgrade GPU and keep using high res
_Disable/Uncheck " Use Full Screen" , press "Alt-Enter" to enter full screen
