My lesser laptop performs better?

I have two laptops, my main one is a dell xps 15 l501x. Specs are:
i7 740qm turboboost to 2.9 ghz
8gb ram
nvidia435m

My work laptop is a dell Precision m4400. Specs are:
core 2 duo 9550 2.6ghz
4gb ram
quadro fx 770m

My lesser laptop runs dolphin better (I am using 3.5 x64) Why is this the case? I have tried several games (windwaker, Batien Katos, xenoblade, twilight princess, resident evil 4) and my work laptop with lesser specs runs the games more smoothly and at a better frame rate. Why is this? And is there anything I can do to get my main laptop performing better? According to the specs it should be running better on my xps 15.

I use the same settings on both laptops, I can post them if you think it is relevant to an answer.

Thank you for your time.

Hide Mouse Cursor
Keep window on top
2x Native
Scaled EFB Copy
Force Texture Filtering

This CPU isn't that great. Here is the explanation

Your main laptop's processor is clocked at 1.7GHz (4 cores), it reaches 2.9 on only 1 core, dolphin is a dual core app, it clocks at 2.5GHz for 2 cores. Download CPU-Z and run dolphin, while it's still running, open CPU-Z and check the clock speed it's running at and let us know.
......?????

It is true that the base speed is 1.7ghz, but last night I was testing dolphin out and had a utility running to check the cpu speed and 90% of the time it was right up at 2.9GHZ.

That is what confused me, until I checked the speeds with the utility, I would have agreed with your response, and it was what I initially figured the problem to be. But the cpu wasn't stuck at 1.7 ghz

What hes saying is, when your laptop boosts up to 2.9ghz it disables 3 of the cores. If it's left at 2.5ghz 2 cores are being used.

That actually makes complete sense. Is there any utility or tool that will let me lock the cpu in at 2.5 ghz when I am using dolphin? Then it should be at least as fast as a 2.6 ghz core 2 duo.
