I've been using this:

Except I have my resolution set to 1366x768, and I'm forcing 16:9. Even with these low settings, though, my speed dips to below 70% sometimes when I'm outside on Outset island at the beginning of Wind Waker. Indoors, it's fine. Outdoors, it's sometimes fine.

Thousand Year Door also chugs outside in Rogueport... :/
And it also crashes when I first step onto the pedestal in front of the Thousand Year Door proper.

My specs:
Windows 7 64 Bit Home Premium
Intel i5 2410M 2.3ghz with Turboboost
GeForce GT 550M
4GB RAM

Dolphin 3.0-716-Dirty

Well, you could try the official Dolphin 3.0 release. It should be faster than the newer revisions but still pretty accurate.

it turbo boosts up to...*looks it up*...2.90 ghz.

if it was a quad core, would it be faster?

Another question, just started using 3.0. It says the memory card in slot A is corrupted. Is there any way to continue using my save files that I used with my previous version of Dolphin with 3.0?

Turbo boost will work if your CPU does not overheat
2.9GHz is single core mode . Dolphin is a dual core app -> 2.6GHz

I have Hardware Monitor to do that. I'll check it in a sec.

I edited my above message, but I'll ask again here, because I don't know if anyone saw it.

Don't know about that but
You should use Realtemp or Coretemp
The other software like CPUZ give me incorrect result about my CPU clock speed
