My Game went to Japanese

Hi everyone, I am new to the forum and I am trying to follow the rules, if I make a mistake please warn me.

I am having an issue when I use games, specifically the Mii Maker, it is in Japanese.  Is there a way I can make it English again?  Is there a way to force languages in games?

The Wii Menu is in English and I am pretty sure the console settings are as well.

Change the new Fallback Region setting in the General tab to eg. NTSC-U.
