My dolphin 3.0 is lagging!

hey wazzup gamers, so i wanted to play some dolphin but dolphin's been acting slow, like everytime i play super mario sunshine, really fast at the beginning, but when i start a world my fps % was always at 25-50%, and it is always like this, from the 1st time i played on it, it was slow :/, and idk why its like this, i even did direct3d9, and disable lighting and shadow, and all that stuff shown on youtube, so these are the specs:

windows 7 home premium service pack 1
64 bit operating system
processor: AMD E-450 APU with radeon™ HD graphics 1.65 GHz
Installed RAM: 4.00 GB
AMD radeon HD graphics 6320

so idk if my specs is good enough, so should i upgrade dolphin, im using 3.0?

Your CPU is too weak

Dolphin needs a VERY strong CPU. Reading one or two threads around here would've told you that. Use the search function next time.
