Is this a known problem or am i configuring something wrong? i have 2 xbox360 controllers using pad 1 and 2 in the plugin. both are configured to be plugged in, both controllers are on, but smash brother's melee and smash brother's brawl aren't detecting more than 1 player. any help?

Uh...that's wrong nosound97.
Up to 4 xbox360 controllers work at a time. ie: it works perfectly.

Make sure that all ports are set to "Standard Controller" in dolphin's config, the gamecube tab.

Then enable the xpad from the plugin

Yes, that is true, Tallgeese is right, multiple Gamepads are supported, but Make sure that all of the settings are correct, go into the Gamecube tab and make sure that you specified that it is a Gamecube Controller in Port 2, and in the Pad Tab and Make sure too
1.Pad> Controller 1-2:Check [] Enable X360 Pad box
2.Pad> Controller 1-2:Check [] Controller Attached box
3.Configure>Gamecube, Port 2: Standard Controller
That SHOULD fix you're problem..if not..I am lost lol..which is easy too do <.<
