Multiple Controller Usage on NVIDIA Shield

I have a 2017 edition SHIELD TV and I'm trying to run games in Dolphin with 2 shield controllers and 2 xbox one wireless controllers. All 4 controllers are connected and recognized on the system and in other emulators, but Dolphin won't recognize more than 2 controllers. Is there a way to fix this issue, or am I stuck using only two controllers at time?
