It may be worth setting your laptop's power profile to high performance, making sure you're plugged in when gaming, and in nvidia's control panel > manage 3D settings > Program settings > add a profile for Dolphin.exe - In that profile, set preferred power mode or whatever it's called to "Prefer Max Performance". Dolphin sometimes has such a low GPU load in certain games that graphics drivers aren't sure what power level to run at.
