Try other games. See how your cursor behaves.
If you get the same speed that means: either it's the normal cursor behavior, either your system is a bit too slow in general.
If you don't get the same speed that means: either it might be specific to BIT.TRIP games, either your system is a bit slow for these games.

Btw you still have the possibility to overclock your CPU. That will give you a good boost
