I'm playing Wind Waker on the latest Dolphin with a keyboard and mouse, i've reached the Earth Temple and I need to use the mirror shield to aim at something. The problem is that I can't aim at it for a short duration because using the keyboard you either have 100% pressed or not pressed which means I can't aim at it for the length of time. I've also assigned the mouse to the main stick aswell but as soon as the mouse stops moving it thinks the stick has moved back to centre. Is there anyway to keep the mouse 'locked' in position? or limit the range the main stick can move so that if I was to push a key it would only do 70% instead of 100% for example?

The button labeled Modifier is made for that purpose.
You must right click the Modifier button (or click the "+" button in 2.0) and set the range to 70%.
Then you can use that button in combination with one of your direction keys to make the stick move 70% of its full range.
